When enough people on both sides have signed up to make the introductions worth making. If that never happens, it will not launch, and everyone who signed up will get an email saying so.

When enough people on both sides have signed up that the introductions would be worth making. There is no date, because a date would be theatre — the thing that determines viability is the ratio between the two sides, and that is not something a deadline can influence.
The failure case is a real possibility and worth stating plainly. If one side turns up and the other does not, or neither does in useful numbers, it will not launch. Everyone who signed up will get one email saying so, and no further emails ever.
That is the whole reason the counts are on the page rather than hidden in a dashboard. The number is the answer, and there is no point collecting it if nobody, including the people who signed up, ever gets to see it.
